Network Charging

A Network Charge is levied upon each higher education institution (HEI) which receives a connection to JANET funded by the JISC. The basis for this charge is a requirement from the Higher Education Funding Councils (HEFCs) collectively that a certain proportion of the overall budget for JANET is collected from HEI recipients of JANET connections.

The amount to be collected was set at £5 million for AY 2003-04, and rises annually by the rate at which the HEFCs themselves increase the annual budget for JANET. This is usually increased at approximately the rate of inflation however, in the current funding climate a total of £6.25 million is to be collected for AY 2010-11 - the same sum collected for AY 2009 - 2010.

The Network Charge is apportioned between individual HEIs pro rata to their individual total incomes, as audited and reported to HESA. Further details of the mechanism can be found below.

Network Charges for AY 2009-10 can be found in the following spreadsheet. These are based on income statistics for the AY 2009-10, and will take effect from 1 August 2010. JANET(UK) has previously invoiced each HEI quarterly in advance for its Network Charge, with the first quarter's payment becoming due on this date. However, from this academic year each HEI will be invoiced annually in December. VAT will be charged at the current rate.

The spreadsheet shows as well the differences in individual charges for AY 2010-11, compared to AY 2009-10. It also shows the institution income data provided through HESA.

Note also that Network Charges are levied on HEIs only. They are not levied on Further Education Colleges, nor on Research Councils.
